Qtonic Quantum has named retired U.S. Army Lt. Gen. Roger L. Cloutier Jr., former commander of NATO Allied Land Command, as head of operations. Cloutier will oversee the company’s organizational structure and daily operations while continuing to chair its Allied Defense Council, a role he has held since May 2026. The move comes as Qtonic readies its QScout cryptographic inventory platform and QSolve migration tool to help enterprise and federal customers meet post-quantum cryptography deadlines set by Executive Order 14412, signed June 22, 2026, which requires systems to support quantum-resistant algorithms by Dec. 31, 2030 and to use them by Dec. 31, 2031. Cloutier joins three other retired generals advising Qtonic, including Lt. Gen. (Ret.) Mark E. Weatherington and LTG (Ret.) Milford H. “Beags” Beagle Jr., and works alongside former NSA deputy director Richard H. Ledgett Jr. and former CISA executive David Mussington. 1
