HKUST and the Hong Kong Monetary Authority (HKMA) launched a Post-Quantum Cryptography (PQC) Toolkit on 2 November 2026 to help banks plan a transition to quantum-safe cryptography. The Toolkit offers a structured framework for governance, cryptographic asset assessment, migration priority setting, supplier engagement and timeline development. It supports the HKMA’s goal of raising the banking sector’s Quantum Preparedness Index (QPI) from 2.3 out of 10 in July 2026 to a score of 10 by 2030. The co-developed resource will be updated over time to reflect evolving standards and industry experience, and is available via a public link. Deputy Chief Executive Arthur YUEN and Prof. Frederik ANSEEL highlighted the Toolkit’s role in turning awareness into concrete, risk-based actions for banks. 1
