SpecterAI Quantum Security and HPT Vietnam Corporation signed a Strategic Partnership Agreement on October 28, 2026 to deliver post-quantum cryptography (PQC) migration services and quantum security training in Vietnam. The roadmap defines three pillars: quantum security training based on SpecterAI’s 55 AI-proctored labs covering Shor’s algorithm, the ML-KEM and ML-DSA algorithms standardized as NIST FIPS 203 and 204, and VPN, TLS and PKI auditing; a five-phase PQC migration process that includes cryptographic inventory and CBOM generation, risk prioritization, planning, implementation and testing, followed by independent validation; and compliance assessments against NIST FIPS 203, 204, 205 and Vietnamese standards, with certification from partners such as CCLab. HPT will manage client relationships and implementation, while SpecterAI provides technical support and validation. The partnership follows the October 27, 2026 NIST IR 8547 deadline that deprecates RSA and elliptic-curve algorithms from 2031 and bans them after 2035, and aligns with EU migration roadmaps through 2035. 1
